Whiteout Survival — hero tier list and free-to-play guide
Which heroes to raise, what the next Furnace level costs, and what to do today.
Publisher: Century Games · Genre: Survival strategy · Last checked: 2026-07-27
Three questions this page answers: which heroes are worth your shards, what the next Furnace level actually costs, and what you should be doing today. Nothing else.
Every English term here comes from Century Games' own English text — the help centre and the Google Play listing. Where we could not confirm the publisher's English name for something, we leave it out and say so rather than invent one. That is why you will not find the premium currency named anywhere on this page.

How battles actually resolve — formation, rows, and who dies
🏛 Publisher's own English text · Updated 2026-07-27Century Games publishes the combat rules in its own English help centre, and almost none of it is on the tier-list sites. The parts that change how you play:
1. Rows are fixed
Infantry are the primary damage takers and sit in the front row. Lancers are the mobile units and sit in the middle. Marksmen deal the highest single-target damage and sit at the back. Units normally attack the enemy front row first and move to the next row only when the front is gone — which is exactly why troop ratio beats raw power. If you bring too few Infantry, your Marksmen are exposed on turn two.
2. Lancers can skip the queue
Lancers sometimes activate skills that attack enemy Marksmen in the back row directly. That is the counter to a glass-cannon defence, and the reason a pure Marksman stack loses to a balanced squad of the same power.
3. Casualty rates differ by battle type
In player City battles, 35% of the attacker's casualties die outright. In Sunfire Castle battles, casualties go to the Infirmary until it is full, and only then start dying. This is the whole argument for upgrading the Infirmary before a big event rather than after it.
4. Rally and garrison stack differently
In a rally, the initiator contributes 9 hero skills. Everyone who joins contributes 4 primary skills — the first skill of each hero. In a garrison, the defender with the highest stat bonuses supplies the defence bonuses, and 4 primary skills from the other garrison members are added on top.
Two practical consequences. First, if you mostly join rallies rather than lead them, only your heroes' first skills matter — so a cheap hero with a strong first skill is worth nearly as much as an expensive one. Second, if you are the one leading, your full 9 skills are what the rally is built on, and it is worth being the strongest chief online before you press Rally.
5. Hero skills are invisible in the report
Battle reports list buffs, penalties, Position Perks, Pet Skill bonuses, Chief Gear, Hero Gear, Tech Research, Alliance Territory buffs, castle skin bonuses, Hero Exclusive Gear and Hero Talent bonuses. Hero skill bonuses are calculated during the fight and never appear. So a report that looks like it should have been a win, and was not, is usually skills — not a bug.

Furnace upgrade costs — every level and every Fire Crystal tier
📚 Cross-checked against references · Updated 2026-07-27The Furnace is the building every other building is capped by, so the only real question in this game's mid-game is how far away the next Furnace level is. Two things change once you reach Lv 30:
- Levels stop being numbered and become Lv 30-1 to 30-4, then restart as Fire Crystal 1 to 10, each with four sub-steps of its own.
- From Lv 30-1 on, Fire Crystal is the hard bottleneck — not Meat or Wood. You can have every resource capped and still be stuck.
Build time below is the raw value with no construction speed bonus and no speedups applied. Treat it as a ceiling, not a forecast.

Fire Crystal tiers
Read this table as bands of five, not as single levels. Lv 30-1, 30-2, 30-3, 30-4 and FC 1 all cost exactly the same; the price only steps up when you start FC 1-1. Same again from FC 1-1 through FC 2, and so on. So the moment your Fire Crystal income clears one band, it clears the next four levels too — which is why people who plan by band finish a whole tier while people who plan level-by-level stall.
Two things worth knowing before you get there. Refined Fire Crystal first appears at FC 5-1, not earlier — everything below that is plain Fire Crystal, and plenty of guides get this wrong. And at each whole tier from FC 6 on, the plain Fire Crystal cost roughly halves while Refined doubles: FC 6 wants 100 plain and 20 Refined where FC 5-4 wanted 200 plain and 10. The whole-number levels are the cheap ones.

Your first two weeks, in the order that actually matters
🧭 Field notes · Updated 2026-07-27The mistake almost everyone makes in week one is spreading resources across buildings that do not gate anything. Here is the order that does not waste anything.
Day 1
- Join an alliance immediately. Alliance Help cuts construction timers, and it is free. Playing solo for a week costs you more than any purchase would give back.
- Push the Furnace as far as the tutorial resources allow. Every other building is capped by it, so a Furnace level is never wasted.
- Do not spend speedups on anything under 8 hours. You will want them later.
Days 2–7
- Furnace → the building that is now blocking Furnace → back to Furnace. Repeat.
- Star up Jessie and Molly only. Both are free, and both stay useful long after the early generations are replaced.
- Run Beast Hunting every time it is up. It is the cheapest hero shard source in the game and costs stamina you cannot bank anyway.
- Keep your shield up. A single dawn raid in week one can undo four days.
Days 8–14
- Now find out which hero generation your State can actually pull. Investing in a generation your State has not unlocked is the single most common way new chiefs waste resources.
- Start banking speedups for the next State of Power preparation week. Spending them on a Tuesday earns nothing; spending the same speedups during the prep phase earns points that convert into rewards.
- Get the Furnace to Lv 10 — that is the entry requirement for Alliance Championship, and it is stated by Century Games directly.
When to burn speedups (and when burning them is a waste)
🧭 Field notes · Updated 2026-07-27The single biggest free-to-play multiplier in this game is not what you spend, it is when. Construction and research you were going to do anyway becomes event points if you hold it until the right day.
The rule
Hold anything longer than 8 hours. Do the short stuff live. When a scored preparation phase opens, dump everything you have been holding into whichever category is being scored that day.
What to hold for
- State of Power preparation phase — the highest-value window in the month. Construction, research, training and hero development are each scored on their own day.
- Alliance Mobilization — runs Monday to Saturday over roughly a month, with a base allowance of missions. Speedup-consuming missions are the easy points.
- Alliance Championship — needs Furnace Lv 10 and at least 10 registered alliance members, both stated by Century Games.
What not to do
- Do not speed a build just because the timer annoys you. The timer is free; the speedup is not.
- Do not hold everything forever either — a Furnace level that unlocks the next tier of everything is worth finishing now, because the compounding starts immediately.
Use the speedup total at the bottom of this page before a prep phase opens. Chiefs consistently underestimate what they are holding.
Preparing for State of Power (SvS)
🧭 Field notes · Updated 2026-07-27Century Games calls this event State of Power; most English-speaking players call it SvS. It is the same event, and it is the one that decides whether your State's month was worth anything.
Shape of the week
Preparation opens Monday 00:00 UTC and runs roughly five and a half days. The cross-State fighting phase is Saturday, 10:00–22:00 UTC. Start times can drift by State, so check the in-game notice as well.
What to bank beforehand
- Speedups, sorted by what each prep day scores. Construction day and research day are the two most people under-prepare for.
- Hero shards and gear materials — hero development day is usually the easiest day to top your alliance if you have held anything back.
- Troops you have not trained yet. Training day rewards the queue, not the army, so an empty queue on that morning is a wasted day.
During the fight phase
- Remember the casualty rule: in City battles 35% of the attacker's casualties die outright. Attacking into a full garrison you cannot break is not a draw — it is a permanent loss.
- Joining rallies contributes only your heroes' first skills, so you do not need a deep roster to be useful. You need to be online.
- Shield before you log off. Every time.
Why you lose fights your power says you should win
🏛 Publisher's own English text · Updated 2026-07-27Four reasons, in the order they actually cost people fights.
1. Your troop ratio is wrong
Units attack the front row first. Too few Infantry means your Lancers and Marksmen are being hit on turn two instead of turn five. Power does not model this; the fight does.
2. Hero skills are not in the report
Century Games states plainly that hero skill bonuses are calculated only during battle and are not shown in battle reports. So a report where every listed number favoured you, and you still lost, is usually a skill you could not see.
3. You joined a rally and brought the wrong first skill
Rally members contribute the first skill of each hero, not the whole kit. A hero you invested heavily in for their third skill adds nothing when you are joining rather than leading.
4. You attacked a garrison, not a player
In garrison defence the highest-bonus defender supplies the bonuses for everyone, and four more primary skills stack on top. The city you scouted an hour ago is not the city you are hitting now.
Points 2, 3 and 4 are taken from Century Games' own English Combat FAQ. Point 1 follows directly from the row order the same document describes.
🏆 Hero tier list
This is not a power ranking, and you should be suspicious of any Whiteout Survival tier list that claims to be one. Which hero generation you can pull depends on how many days old your State is, so no single ranking applies to every server. What follows is an investment order for free-to-play chiefs. S = raise these stars now. A = the Gen 13–16 core once your State unlocks it. B = older generations that still hold up. C = early-server only, or economy heroes that never fight.
| Hero | Grade & type | Tier | Why |
|---|---|---|---|
| Jessie | SR · Lancer | S | The best free investment in the game. When you join someone else's rally, members contribute only the first skill of each hero — Century Games says so in its own Combat FAQ. That makes a cheap non-SSR hero with a strong first skill worth almost as much in a rally as a whale's roster. Keep her locked into your first Beast Hunting squad. |
| Jasser | SR · Marksman | S | Beast Hunting squad 2. Some chiefs run him for research speed instead of combat. |
| Seo-yoon | SR · Marksman | S | Her rally attack bonus at 4 stars is why she is the standard join-rally pick. Cheap to star up, and the bonus applies every time you press Join. |
| Sergey | SR · Infantry | S | Garrison and Arena staple. Damage-taken reduction, so he keeps working long after his own attack stops mattering. |
| Molly | Gen 1 · Lancer | S | The only Gen 1 SSR a free player realistically raises — Google Play's own English listing calls her a free SSR hero. Take her to 4 stars and stop. |
| Bahiti | SR · Marksman | S | Early-server rally and Beast Hunting lead. Gets replaced once Gen 2 Alonso opens, so do not over-invest past 3 stars. |
| Seigel | Gen 16 · Infantry | A | |

| Zinman | Gen 1 · Marksman | C | Skip for combat. A few chiefs take him to 2–3 stars purely for the construction time reduction and never field him. |
| Patrick | SR · Lancer | C | Filler for your first garrison squad. Nothing more. |
| Gina | SR · Marksman | C | Cuts stamina cost on Beast Hunting and Polar Terror. Situational, not a combat pick. |

| Eugene | R · Gatherer | C | Wood gathering only. Not a combat hero. |
| Charlie | R · Gatherer | C | Coal gathering only. Not a combat hero. |
| Cloris | R · Gatherer | C | Gathering only. Not a combat hero. |
Rarity badges are the ones the English client shows: SSR, SR, R (word labels Mythic, Epic, Rare also appear in client strings). Troop type names — Infantry, Lancer, Marksman — are verbatim from the publisher's English Combat FAQ. We do not translate these from the Korean page; each language gets the wording its own client uses.
📅 Event schedule
Times are UTC and countdowns run on your device clock. Start times drift by a few hours between States, so check the in-game notice for anything you are planning around.
Daily reset
Daily missions, Intel and stamina all reset at 00:00 UTC. Anything unclaimed at that moment is gone.
State of Power
Preparation opens Monday 00:00 UTC and runs about five and a half days. The cross-State fight is Saturday 10:00–22:00 UTC.
Alliance Championship
Starts Monday 00:00 UTC. Requires Furnace Lv 10 and at least 10 registered alliance members — both stated by Century Games.

Irregular schedule. Difficulty is chosen per monster.
Fishing Tournament
Every four weeks, runs three days. You start with 5 bait and regain one every 3 hours up to a maximum of 10.
❓ Questions
Which hero should a free-to-play player raise first?
Jessie. She is cheap, she is free, and the way rallies work means a low-rarity hero with a strong first skill contributes almost as much as an expensive one when you join. After her: Molly to 4 stars, then Seo-yoon for rally joining, then Sergey for garrison.
Is there a single best hero tier list for Whiteout Survival?
No, and that is not evasion. The hero generations available to you depend on how old your State is, so a list built on a 400-day server is actively misleading on a 40-day one. Any list that does not tell you this is guessing. Ours is ordered by what to spend on next, which does transfer between servers.
What is the Furnace and why does everything stop without it?
The Furnace is the central building. Every other building is capped at the Furnace's level, so a Furnace upgrade is never a wasted upgrade. After Lv 30 it continues as Lv 30-1 to 30-4 and then as Fire Crystal 1 to 10. Full cost table is in the guides above.
Why do I lose fights against players with less power?
Usually troop ratio. Units attack the front row first, so a squad short on Infantry gets its Marksmen exposed early. The other common cause is hero skills, which Century Games confirms are calculated during battle and never shown in the battle report.
Do I lose troops permanently when I lose a battle?
It depends on the battle type. In player City battles, 35% of the attacker's casualties die outright. In Sunfire Castle battles, casualties fill the Infirmary first and only start dying once it is full. Fortress Battles are the alliance event where troops genuinely die.
Where do I enter a Gift Code?
On Android, inside your profile under Settings. On iOS there is no in-game field at all — use the official Gift Code Center at wos-giftcode.centurygame.com.
Why does this page not list any Gift Codes?
Because we have not redeemed any ourselves. Every codes page you have already visited copied its list from the page before it, which is why they are all expired. We would rather show you an empty section than waste your time.
🧮 Calculators
Pick where you are and where you want to be. Everything recalculates as you type, and nothing you enter leaves your browser.
🔥 Furnace upgrade calculator
Pick where you are and where you want to be. Adds up resources, Fire Crystal and raw build time for everything in between, all the way to Fire Crystal 10.
Build time is the raw figure with no construction speed bonus and no speedups applied — short early levels round to 0 days. These are not published by Century Games; they are cross-checked reference values.
⏱️ Speedup total
Add up what you are actually holding before a State of Power preparation phase opens. Most chiefs are holding more than they think.
🕳 What is not on this page yet
Things we do not know yet, listed so you can judge the rest of the page.
- How far we verified the wording. Gems (premium currency), SSR / SR / R (rarity), Meat, Wood, Coal, Iron (basic resources) and the Gen 6 troop types each match across two or more independent references — but they are not first-party strings and we have not matched them against a screenshot of the English client. Century Games' own help centre never names the premium currency.
- Furnace and Fire Crystal costs are not published by Century Games. Ours agree across independent references, but they are not first-party figures and we label them that way.
How we check things
Everything with a number on it was read off a real account in the game. When we cannot confirm something, we leave it blank and say so instead of filling the gap with a guess. Every page carries the date we last checked it.
A note on wording
English wording on this page comes from the publisher's own English text. We do not translate the Korean edition into English, because the two editions use different words for the same thing. Where the publisher's English name for an item is not confirmed yet, we say so rather than invent one.
